The Egyptian government has formalised a partnership involving Al-Nasr Fertilizers Company (ANFCO), Benchmark Power International (Benchmark) and Envision Energy to develop a large-scale green ammonia production plant in the Ataqa industrial zone, Suez Governorate. The facility is designed to produce roughly 400,000 tons per annum (tp y) of green ammonia in its first phase, with most output intended for export.
Under the agreement:
Al-Nasr Fertilizers, a state-owned subsidiary under the Holding Company for Chemical Industries (CIHC), will host the facility within its Ataqa complex.
Benchmark Power International will act as the lead project developer, managing investment structuring, and partner sourcing.
Envision Energy, a Chinese green-technology company, will provide technical know-how on the renewable-energy feed, electrolyser systems and ammonia synthesis modules.
The project has been approved to operate under free-zone status, providing incentives for export-oriented production.
The first phase targets production of about 420,000 t/year of green ammonia (slightly above the 400,000 t/yr headline) powered entirely by renewable energy.
The plant is located in the Ataqa (Ataka) industrial zone on the Gulf of Suez — a strategic location offering access to sea-export routes and industrial infrastructure.
The renewable energy supply will likely draw from Egypt’s expanding wind and solar capacity in the Suez region — in keeping with the country’s green hydrogen/ammonia roadmap.
The majority of production is planned for export, signalling Egypt’s ambition to become a regional hub for green hydrogen derivatives.
For Egypt, the project aligns with its National Low-Carbon Hydrogen Strategy and related policies intended to capture a significant share of global hydrogen/ammonia markets by 2040.
By relying on renewable-energy feed and export orientation, the facility supports the country’s twin goals of decarbonisation and industrialisation. The involvement of international technology partners underscores growing investor confidence in Egypt’s green-industrial agenda.
The free-zone status and export-focus position the plant as a potential gateway for Egypt to supply green ammonia to Europe and Asia, especially as global demand for lowemission feedstocks grows.
For the local chemical industry, linking Al-Nasr’s infrastructure with the new plant may open synergies in feedstock supply, utilities integration and shared services.
The materials, fabrication and equipment-supply chain will likely see demand for electrolyser modules, large-scale process vessels, ammonia synthesis units, and renewable-energy interfaces (solar/wind + grid + storage).
State-owned enterprise reform and public–private partnership (PPP) modalities are key themes: the government emphasises the role of private-sector technology transfer, competitiveness enhancement and localization of manufacturing.
