

Italian energy company Eni SpA announced on October 12, 2025, that it has initiated the Environmental Impact Assessment (EIA) permit process for its second biorefinery and chemical recycling plant in Priolo, Sicily. The project will formally proceed once approval is granted by the Italian Ministry of Environment and Energy Security.
The Priolo biorefinery is designed to produce 500,000 tons per year of hydrotreated vegetable oil (HVO) diesel and sustainable aviation fuel (SAF). It will be built on a former ethylene production site, representing a transition from conventional petrochemical operations to sustainable energy production.
The facility will employ Eni’s Ecofining™ technology, integrating biomass pre-treatment units and hydrogen production to process biomass feedstock such as plant residues, vegetable oils, and animal fats.
In addition, the project includes a chemical recycling plant with an annual capacity of 40,000 tons, producing approximately 32,000 tons of pyrolysis oil per year. The plant will utilize Eni’s chemical division Versalis SpA’s Hoop technology, which converts mixed plastic packaging waste into pyrolysis oil. This technology has been successfully demonstrated at Eni’s pilot facility in Mantua and will be implemented at Priolo on a commercial scale for the first time.
The Priolo biorefinery will be Eni’s second biorefinery in Sicily, following the transformation of the Gela plant in 2019. Eni plans to increase its total biorefinery capacity from 1.65 million tons/year to 3 million tons/year by 2028, and further to over 5 million tons/year by 2030, including up to 2 million tons/year of SAF production.
