

Luanda, July 14, 2025 – Angola’s National Agency of Petroleum, Gas, and Biofuels (ANPG) and a consortium led by ExxonMobil have signed a binding addendum to the Block 15 Production Sharing Contract (PSC), officially extending operations until 2037.
Licence Extension: Offshore operations for Kizomba A, Kizomba B, Mondo, and Saxi‐Batuque FPSOs are now approved through 2032–2037.
Additional Investment: The consortium has committed an extra US$3 billion, unlocking an estimated 200 million barrels in previously undeveloped reserves.
Legacy and Production Insights: Active since 2003, Block 15 has produced over 2.6 billion barrels, supported by US$47 billion+ in investments, including US$12 billion from ExxonMobil
ANPG’s Executive Director Alcides Andrade described the agreement as a key step in revitalizing mature fields and optimizing Angola’s hydrocarbon resource base. ExxonMobil’s site leader, Katrina Fisher, noted the deal will also advance green hydrogen and biorefinery initiatives attached to Block 15 infrastructure
Block 15, located about 145 km offshore, is one of Angola’s oldest and most productive deepwater assets. Operating since 2003, its success reflects strategic national efforts to attract foreign investment and maximize output from aging fields. Recently, Angola has updated fiscal and contractual frameworks to sustain exploration and production efficiency in mature offshore areas
