


Global engineering firm KBR has been awarded a Project Management Consultancy (PMC) contract for the South Refinery Project in Ubari, southwestern Libya. The contract was granted by Zallaf Exploration, Production and Refining Company and covers project management across engineering, procurement, and construction (EPC) phases. The PMC services are expected to run for approximately 50 months.
The South Refinery Project is part of Libya’s initiative to expand domestic fuel production and strengthen downstream energy infrastructure. The refinery is designed to process around 30,000 barrels of crude oil per day, producing gasoline, diesel, and other refined products for the domestic market.
Key components of the project include:
· Crude and vacuum distillation units (CDU/VDU)
· Hydrotreating units for naphtha and diesel
· Reforming units for gasoline upgrading
· Supporting facilities including hydrogen production, sulfur recovery, storage tanks, and utility systems
Major equipment for the project:
· Heat exchangers (shell & tube, air-cooled)
· Pressure vessels such as separators and reactors
· Distillation columns and storage tanks
· Pumps, compressors, piping systems, valves, and instrumentation
Given the operating conditions, which include high temperatures, potential exposure to sulfur, and seawater cooling systems, the project employs a variety of materials:
· Carbon steel (CS) for general structures and low-corrosion service
· Stainless steel (SS 304 / 316L) for corrosion-prone process units
· Copper-nickel alloys (C70600 / C71500) for condensers and seawater cooling
· Clad materials (clad plate and clad bar) for pressure vessels and heat exchangers, combining a carbon steel base with corrosion-resistant alloy layers
The use of clad materials allows refinery operators to achieve both mechanical strength and corrosion resistance, which is especially important in high-temperature or corrosive services.
