Industrial Highlights | Petrobras Initiates Tender for FPSO Units in Sergipe Deepwater Project

Brazil's state-controlled oil company, Petrobras, has announced a tender for the construction of up to two Floating Production Storage and Offloading (FPSO) vessels for its Sergipe Deep Waters Project (SEAP) in the Sergipe-Alagoas Basin. This move aims to enhance Petrobras' offshore production capabilities and bolster Brazil's oil and gas output.​

Project Overview

The tender encompasses a firm contract for one FPSO designated for the SEAP 2 project, with an anticipated operational start in 2030, and an option for a second FPSO for the SEAP 1 project. Each FPSO is designed to process up to 120,000 barrels of oil and 12 million cubic meters of natural gas per day. ​

Procurement Model

Petrobras is adopting a Build-Operate-Transfer (BOT) model for this tender. Under this arrangement, the selected contractor will be responsible for designing, constructing, and operating the FPSO units for a predetermined period before transferring ownership to Petrobras. This approach aligns with Petrobras' strategy to explore alternative procurement methods to expedite project timelines and optimize financing solutions. ​

Background and Strategic Significance

The SEAP projects encompass reservoirs in the Agulhinha, Agulhinha Oeste, Cavala, Palombeta, Budião, Budião Noroeste, and Budião Sudeste fields, spanning the BM-SEAL-10, BM-SEAL-11, BM-SEAL-4, and BM-SEAL-4A concessions. Petrobras holds varying interests in these concessions, collaborating with partners such as IBV Brasil Petróleo and ONGC Campos Limitada. ​

The adoption of the BOT model reflects Petrobras' commitment to enhancing domestic gas availability and opening new production frontiers in Brazil's Northeast region. This initiative is part of the company's broader strategy to increase operational efficiency and ensure timely project delivery. ​

Clad Plates Application in FPSO Construction

In the construction of FPSO units, particularly those operating in deepwater environments like the Sergipe-Alagoas Basin, the use of clad plates is crucial. Clad plates consist of a base metal bonded with a corrosion-resistant alloy layer, providing enhanced durability and resistance to harsh marine conditions. These materials are typically employed in critical components such as pressure vessels, piping systems, and structural sections of the FPSO to prevent corrosion, reduce maintenance requirements, and extend the service life of the vessel.​

The integration of clad plates in FPSO construction ensures that the units can withstand the demanding operational environment, thereby enhancing safety and reliability. This approach aligns with industry best practices for offshore oil and gas production facilities.​
